Rose Wanjiku, 40, died on the way to hospital after she was stabbed several times by her assailant within the market. A witness, Joyce Wanjira, said Ms Wanjiku was attacked as she shopped at the market at around 4.30pm on Monday. "I saw Wanjiku arriving at a green grocery stall to buy some foodstuffs. Suddenly, I heard her screaming for help as another woman attacked her with a knife," said Ms Wanjira.
The witness said the attacker held her victim as she stabbed her repeatedly. The public, however, subdued the attacker and rushed the woman to Kianyaga Level Four Hospital where she was pronounced dead on arrival. Her attacker was frog-matched to the nearby Administration Police camp, even as the mob bayed for her blood.
It was claimed that Wanjiku had been cohabiting with the attacker's husband, and the two women had become protagonists over the illicit love affair.
Kirinyaga East Sub-County AP Commandant Stephen Munyi said the suspect was later taken to Kianyaga Police Station and locked up for interrogation, as the officers launched investigations into the matter.
In a different incident, Alice Wawira from Nduini village in Kirinyaga Central sub-county was hospitalised with serous injures after an attack by another woman over her husband. Ms Wawira, was attacked right at the door step of her house for allegedly objecting to a relationship between her husband and the assailant.
Area chief Sebastian Githii said the alleged affair has been the talk of the village for long.

Job Description
CDM Smith is searching for a highly qualified Finance Manager for a large and complex integrated water resources management program in Tanzania. The objective of this project is to strengthen integrated water resources management in Tanzania to support productive sectors; and improve water supply service delivery in urban areas.
Responsibilities:
Oversight of client/program’s funding mechanism and infrastructure implementation.
In general, assist with financial implementation and oversight of the infrastructure program.
Ensure overall compliance of funding usage per donor requirements.
Regular reporting on the status, implementation activities and projects under the program to the client and other stakeholders as required.
Process contractor payments on behalf of client via best business practices.
Utilize management information system to facilitate dashboard reporting with respect to financial implications of the program.
Preparing periodic financial statements and reports for the program.
Provide answers to audit queries and inquiries.
VAT, custom duty and other tax reporting and processing for reimbursement.

Minimum Qualifications
Degrees: Bachelor's degree (Masters preferred) in accounting, finance or economics.
Post-graduate chartered/professional membership (or equivalent) of a recognized international financial institution, or equivalent.
Demonstrated experience in financial analysis for at least 3 large scale (over $50M) projects or organizations of a similar nature and complexity during the last 10 years.
Prior financial management experience on infrastructure projects.
Proven ability to provide sound financial analysis and review financial data.
Previous experience analyzing and reporting variances for project financial performance.
Strong computer skills and ability to utilize word-processing and database applications including MS Office, Familiar with utilizing advanced computerized financial applications.
Excellent knowledge of and be fully familiar with the relevant norms, standards and procedures, as well as local legislation, circumstances and practices.
Strong communication, prioritization, and organizational skills.
Strong presentation skills (document-based and verbal).
Ability to work with others in a positive and collaborative manner.

Supportive of this Vision is Tanzania’s Water Sector Development Program Phase II (WSDP2), a 5-year program supporting water and sanitation throughout Tanzania. The WSDP has a twenty year vision and five components: Water Resources Management, Rural Water Supply and Sanitation, Urban Water Supply and Sewage, Sanitation and Hygiene and Programme Delivery Support. The Ministry of Water and Irrigation (MoWI) has sent out a request for an expression of interest for a Project Management Services Consultant (PMSC) to support them in implementing WSDP2. Actively support the procurement and contract negotiations with professional service providers

10 or more years of experience in feasibility studies, planning, detailed engineering design, contract document preparation, construction supervision, contract administration and project management in water supply or water resources projects.
Experience as a project manager on at least two design and/or construction supervision contracts in water supply, water distribution projects.
Recent experience in Tanzania or similar Sub-Saharan Africa locations.
Experience with FIDIC requirements and Conditions of Contract.
Excellent oral and written communications skills in English, including the ability to prepare reports.

- Serikali ilikataa kupokea kivuko hicho kilichogharimu Bilioni 8 baada ya kuwa na mapungufu kadhaa kama yalivyobainishwa na mafundi pamoja na ripoti ya CAG.
Muuzaji wa kivuko cha MV Dar Es Salaam amekubali wito wa TEMESA kurekebisha mapungufu yaliyomo kwa gharama zake kwenye kivuko hicho ili kufanana na mkataba wa mauziano.
Ikumbukwe serikali ilikataa kupokea kivuko hicho kilichogharimu Bilioni 8 baada ya kuwa na mapungufu kadhaa kama yalivyobainishwa na mafundi na ripoti ya CAG.
Mkurugenzi wa Biashara wa kampuni ya JGH Marine Group EA Bw.Andreas Gottup amekiri kutekeleza maagizo ya mkataba huo wa marekebisho.

The supplier, JGH Marine Group East Africa Director for Business Development, Andreas Gottrup, told The Guardian that they agreed in principle with Tanzania Mechanical and Electronics Services Agency (TEMESA) to modify the ferry and enhance its efficiency.
“Our naval architects have come up with a solution to increase the speed of the ferry as proposed by TEMESA,” he said.
“Once an agreement is reached on when exactly it should be taken for modifications we will do so at our own costs,” he added.
Speaking to The Guardian in Dodoma last week, Deputy Minister for Works, Transport and Communication, Engineer Edwin Ngonyani said that the boat’s speed does meet the specified requirements by the government.
“We turned down the ferry due to various reasons including the fact that it did not meet required specifications, mostly the speed as indicated in the contract,” Eng Ngonyani said.
He noted that soon after MV Dar es Salaam starts operations, it will ease transport problems for city residents living along the shores of Dar es Salaam.
“Add to that, the ferry will also stimulate tourism along Dar es Salaam-Bagamoyo shore,” he said.
According to a report by the Controller and Auditor General (CAG), the ferry's speed does not comply with the purchaser's requirements.
The government, through TEMESA commissioned a Danish company, JGH, to supply the 300-passenger ferry to ply between Dar es Salaam and Bagamoyo at US$4,980,000 (about 8bn/-).
The contract was initially agreed to be eight months starting from April 25, 2013 but was later extended to October 31, 2014.
According to the CAG report, an expert inspection report noted that the maximum and minimum speed during sea trials was observed to be 19.45 and 17.25 knots respectively contrary to the agreed contract speed of 20 knots and goods acceptance certificate was yet to be issued.
The ferry was handed to Temesa on November 17, 2014 after a delay of 16 days without the goods acceptance certificate the public procurement regulatory requires.
The report further noted that as at the time of audit in August last year, almost one year after handing over the boat, the certificate of acceptance was yet to be issued to the supplier contrary to the Public Procurement Regulatory Act (PPR), 2013.
The CAG says defects noted during technical and sea trials are not yet rectified and the ferry is not operational for a year now.

Ndugu Mwl Razaq Mtele Malilo, nimelazimika kuishika kalamu yangu na kukuandikia waraka huu baada ya wewe kufanya kitendo cha kiungwana cha kuandika mabandiko ya mtandaoni kunipongeza mara mbili. Mara ya kwanza ilikuwa wakati nilipoteuliwa kushika nafasi ya Ukatibu wa Itikadi na Uenezi kwenye chama cha ACT Wazalendo. Mara ya pili ni hapa majuzi wakati mgogoro wa CUF ulipoanza kuchipua.
Kwenye maandiko yako yote mawili, umeeleza hisia zako chanya juu yangu. Mathalani, kwenye andiko lako la awali, ulieleza waziwazi imani yako kuwa mimi “ni kijana makini” na kunisihi kuwa “Chama kisinifanye kuacha misimamo yangu na kuwa kama TV inayoendeshwa kwa Rimoti”. Majuzi ukarudia tena kuwa “licha ya utofauti wa kiitikadi, mimi ni moja ya viongozi wanaochipukia unaowaheshimu sana na kwamba unajifunza mengi kutoka kwangu. Sina hakika kama ninastahili sifa zote hizi lakini sina budi kukushukuru na kuziheshimu hisia zako, hisia kutoka kwenye kinywa cha kijana mwanaharakati!
Kwa sifa hizo pomoni ulizonimiminia, nitastahili jina gani nami nisipokuandikia zaidi ya jina la “Mtu mwenye kujivuna asiyethamini pongezi?”
Kwa bahati mbaya ninalazimika kukuandikia juu ya jambo ambalo nilichukua msimamo wa kutolizungumzia sana kwa sababu ya kuziheshimu hisia zangu juu ya jambo lenyewe. Lakini, kwa sababu watu mbalimbali, wewe ukiwemo, wamekuwa wakinitaja kwa wema kabisa kwenye mijadala mikali juu ya suala la CUF, ni bora nami nitoe mchango wangu kiasi.
Ingwa sijawahi kuwa mwanachama wa CUF, sioni soni kusema kwamba mimi nimezaliwa, kukulia na kusoma (Shule ya msingi hadi kidato cha sita) kwenye maeneo ambayo CUF ilikuwa na ushawishi mkubwa. Kumbukumbu zangu zinanirudisha nyuma miaka mingi wakati wa uchaguzi wa mwaka 2000. Kwetu, siku za mwisho wa wiki, hasa kipindi cha baridi tulikuwa na desturi ya kuota moto pamoja asubuhi ambao tuliuita “Liburiburi”. Kwangu, ilikuwa ni desturi kujumuika kwenye Liburiburi na Mzee Adam (Radhi za Mola ziwe juu yake) aliyeishi jirani yetu na watu wengine. Wakati huo, japo sikufikisha umri wa kupiga kura, nilivutiwa sana na simulizi za kwenye Liburiburi ambazo zilitolewa kuhusu Chama cha CUF na mgombea wake Prof. Ibrahim Haruna Lipumba. Nilihamasika sana na sifa za usomi wa Prof. Lipumba zilizomwagwa na Mzee Ngulungu aliyekuwa bingwa wa kutawala mazungumzo kwenye Liburiburi (Ingawa baadaye nilifahamu kuwa zilitiwa chumvi sana hasa imani tuliyopewa kwenye Liburiburi kuwa yeye ni Mchumi bora Namba moja dunia nzima!).
Pia, kampeni zilipopamba moto mimi na vijana wenzangu tulikwenda mara nyingi nyumbani kwa Mzee Abdallah Khalifa, moja ya waliokuwa Maalwatan wakubwa kabisa wa CUF Tunduru kutazama video za hotuba na ziara za Prof. Lipumba na viongozi wengine wa CUF. Wakati huo, video ilikuwa 'issue' kwelikweli! Kwa kweli ile nyimbo “Ohhh Ohh Chama, Chama gani? Chama cha Wananchi CUFFFFFFFFF ilinikaa sana kipindi hicho”
Kila viongozi wa CUF walipokutana na mkono wa propaganda za dola mimi nilihuzunika sana. Tukio ninalolikumbuka zaidi ni la Polisi waliomvamia Alhaj Omari Kweja Mfaume, Mgombea ubunge wa CUF Tunduru na kuisachi nyumba yake kwa mikwara wakimfungamanisha na ujangili. Sote tunajua hiyo ilikuwa ni ghirba ya CCM kumdhoofisha.
Tajirba (Experience) hii ilinifanya, mwaka 2005, nikiwa Ndanda Sekondari kuipigia kura CUF kuanzia udiwani, ubunge hadi urais. Hata mwaka 2011, miezi michache kabla sijafukuzwa chuo kikuu cha Dar es salaam kutokana na vuguvugu la kukosoa mfumo mbovu wa ugawanyaji wa mikopo ya wanafunzi wa vyuo vikuu, nilimwandikia Ndugu Julius Mtatiro juu ya umuhimu wa CUF kuwekeza vyuo vikuu. Naye bila ya hiyana, alinielekeza kwenda Makao Makuu ya CUF Buguruni na kunikutanisha na Ndugu Thomas Malima aliyekuwa Naibu Katibu wa Jumuiya ya Vijana ya CUF (JUVICUF). Ingawa hadi muda huo sikuwa na nia ya kujiunga na chama chochote cha siasa, nili-syphasize sana na CUF kutokana na makuzi yangu.
Nilipokata shauri kujiunga na siasa za vyama sikwenda CUF kwa sababu ya itikadi tuu. Nyinyi awali mlikuwa wana “Utajirisho” na baadaye “Waliberali” wakati mimi, hasa baada ya malezi ya kiuanazuoni nikiwa UDSM, ninaushika mkono ujamaa. Lakini, hili halijawahi kuondoa udugu wangu na CUF na baadhi ya viongozi na wanachama wake, waandamizi kwa chipukizi, wewe ukiwemo.
Hivi majuzi, baada ya mzozo wa CUF kufukuta na baadaye kuleta sintofahamu kubwa, mimi nilifuatilia nukta kwa nukta. Na kwa ajabu (Japo ilitufaa wengi) Chama kiliamua kurusha Live sehemu kubwa ya mkutano ule wenye ajenda tete!
Kwa kweli, ni lazima tukiri CUF mpo kwenye mtihani mkubwa! Binafsi, nilipokata shauri kukaa kimya, niliamini kuwa pengine baada ya mtifuano, “Wakubwa” ndani ya Chama watakumbuka maslahi ya Chama ni bora kuliko maslahi yao binafsi na kutafuta muafaka. Kwa kweli, laiti viongozi wangekumbuka damu za watu, mikasa ya watu, utu wa watu uliovunjwa bila sababu kwa sababu ya CUF, basi wengi wangekubali “kufa kidogo” ili CUF ipone. Lakini kwa hali ilipofikia, ni dhahiri hakuna aliye tayari kuachia kamba!
Binafsi nina amini kuwa mgogoro wa CUF unalizoofisha sana vuguvugu la upinzani nchini. Ndiyo maana nilimwandikia rafiki yangu Amar Ali (Mwana CUF anayeishi ughaibuni) kuwa mnufaika namba moja wa mgogoro wa CUF ni Chama cha Mapinduzi, hasa Dk. Shein ambaye sasa atavuta pumzi kidogo kwa sababu Maalim Seif anashughulishwa sana na mgogoro wa ndani.
Lakini, mbali na CCM, vipo vyama vingine vyenye maslahi kwenye mzozo huu hasa ACT na CHADEMA. Wewe unajua mengi na sina haja ya kukufahamisha. ACT, chama ambacho mimi ni mwenezi wake, kwa vyovyote vile, kama wana CUF hawatapatana, kitakuwa ni moja ya kimbilio la wataoshindwa kuendelea CUF. Hata nyinyi wenyewe mmeshawapa nembo ya ACT wanaomuunga mkono Prof. Lipumba na wewe umeshawahi kuandika kuwataka waende mapema “vidole vitano” ili “Wawapishe mpumue”. Yupo kiongozi mwandamizi wa CUF Tunduru, yeye hunipigia simu kirafiki kabisa na kunihimiza “Ado hata kama hawajawafuata, wafuateni nyie muwachukue ili sisi tupumue!”. Hili linakolezwa pia na mahusiano ya kirafiki, kitaaluma na kisiasa tangu huko nyuma kati ya Prof. Lipumba na Ndugu Zitto Kabwe, Kiongozi wa Chama wa Act Wazalendo. Haishangazi hivyo basi magazeti yakiandika kila leo kuwa Lipumba na wafuasi wao watatimkia ACT. Lakini, kwani Ndugu Malilo hili ni jipya? Hata Ndugu Lwakatare na Abdallah Safari ambao sasa ni "vingunge" CHADEMA si walikuwa CUF? Kwa hiyo, ikitokea mtu akavutiwa kuja kwetu, ilimradi akubali misingi yetu, unadhani tutamkataa?
CHADEMA nao wana maslahi yao kwenye linaloendelea CUF. Kama ambavyo viongozi wa ACT wanasemwa kulizungumzia suala la CUF, viongozi waandamizi wa CHADEMA nao wanasema kila leo juu ya sakata lenu. Hata katika kikao (Na kwa bahati kumbukumbu za video zipo) baadhi ya wajumbe wa Mkutano Mkuu wa CUF walikituhumu CHADEMA kuingilia suala la CUF ikiwemo kutoa ulinzi kwa mkutano. Mimi sina ushahidi nalo. Unafahamu kwa nini CHADEMA wana maslahi kwenu? Jibu ni jepesi: Wana hofu kama Lipumba au hata wafuasi wake watashika hatamu CUF, UKAWA utakuwa mashakani.

MAHAKAMA YA ARDHI NA MAKAZI YANUSURU MALI ZA MBOWE KUUZWA
Mahakama ya ardhi na makazi imewaomba NHC na mawakala wao (madalali) waliopewa dhamana ya kudai kwa watu na amakampuni yanayodaiwa na shirika la nyumba kusimamisha zoezi la kuuza mali za mwenyekiti wa Taifa wa chadema na mbunge wa Hai Mh Freeman Mbowe kwakuwa zimefunguliwa kesi ya madai ya msingi, ambayo inaongozwa na Kibatala na mwenzie.
NHC awali waliomba mahakama hiyo kutupilia mbali kesi hiyo kwakuwa mahakama hiyo haiana hadhi ya kusikiliza kesi hiyo na pia haina madai ya msingi kwakuwa Mbowe na mdaiwa sugu hivyo ikawa inaomba ipewe idhini ya kuuza mali za Mbowe ili kurejesha pesa zao.

RAIA WA CHINA AFARIKIA AKIPANDA MLIMA KILIMANJARO
RAIA wa China aliyetambulika kwa jina Zhu Yush (27), amekufa wakati akipanda Mlima Kilimanjaro.
Kwa mujibu wa Kamanda wa Polisi wa Mkoa wa Kilimanjaro, Willbrod Mutafungwa, Yush aliyekuwa akitalii nchini, alikufa Septemba 7, mwaka huu saa 7:00 mchana, katika eneo la Jiweni Kabamba katika tarafa ya Kibosho wilayani Moshi.
Mutafungwa alisema, mtalii huyo aliingia nchini Septemba 3, kupitia Uwanja wa Ndege wa Kimataifa wa Kilimanjaro (KIA), uliopo wilayani Hai. Alisema madhumuni ya kuingia nchini ni kupanda mlima huo ambao ni mrefu zaidi barani Afrika.
Alisema raia huyo alikuwa na hati ya kusafiria yenye namba E 43941406 na kwamba uchunguzi wa awali ulionesha kuwa kifo chake kilisababishwa na magonjwa yanayotokana na kubadilika kwa hali ya hewa.
Alisema mwili wa marehemu umehifadhiwa kwenye Hospitali ya Rufaa ya KCMC katika Manispaa ya Moshi, kwa ajili ya uchunguzi zaidi, huku taratibu za kuusafirisha mwili zikiendelea. Mwaka huu watalii wawili wamepoteza maisha kwenye ajali wakati wakifanya utalii.
Kifo cha kwanza kiliripotiwa kutokea mwaka huu, baada ya raia wa Afrika Kusini, Gululeth Zulu (38) kushindwa kupumua akiwa kwenye mwinuko wa juu ya mlima. Kifo hicho kilitokea Julai 18.

MSWADA WA MABADILIKO KTK MIFUKO YA JAMII
Mswada wa mabadiliko ya sheria ya mifuko ya hifadhi ya jamii uko tayari. Fao la kujitoa halipo kwenye mapendekezo hayo, badala yake limeletwa fao la kutokua na ajira
Inapendekezwa kuwa, mfanyakazi ambaye amechangia zaidi ya miezi 18 atalipwa 30% ya mshahara wake wa mwisho baada ya kupoteza ajira. Na atalipwa kwa miezi 6 mfululuzo, baaada ya hapo malipo hayo yatasitishwa.
Mfanyakazi anayestahili malipo haya, ni yule tu ambaye hakuacha kazi kwa hiari yake (resignation)
Baada ya miaka 3 tangu kusitishwa kwa fao la kujitoa, mfanyakazi atakayekuwa hajapata ajira ataruhusiwa kuhamisha michango yake kutoka kwenye mfuko wa lazima (compulsory scheme), kwenda mfuko wa hiari (supplementary scheme). Hapo atakuwa na hiari kuchukua pesa yake kulingana na mfuko wa hiari aliojiunga nao na pia atakuwa na haki ya kuendelea kuchangia.
Mfanyakazi aliyeachishwa kazi akiwa amechangia chini ya miezi 18, atakuwa na haki ya kuchukua 50% ya michango yake mara baada ya ajira kukoma.
Hapa ndio wafanyakazi na vyama vya wafanyakazi tunatakiwa tuunganishe nguvu kutetea maslahi ya wafanyakazi ambao hawana ajira za kudumu.
WATUMISHI 34 NA MAHAKIMU 11 WAMESWAGWA KWA MAKOSA YA KUJITAKIA
Watumishi 34 wa mahakama wakiwemo mahakimu 11, wamefukuzwa kazi kutokana na makosa mbalimbali ya kinidhamu.
Aidha, Tume ya Utumishi wa Mahakama inaendelea kujadili hatma ya mahakimu 30, waliokuwa wanatuhumiwa kuhusika na rushwa na kushinda zao mahakamani ili kuangalia kama walifanya makosa ya kinidhamu.
Jaji Mkuu, Mohammed Chande Othman alisema hayo Dar es Salaam jana wakati akizungumza na waandishi wa habari baada ya kupokea taarifa za ukaguzi wa mahakama pamoja na uendeshwaji wa mashauri.
Othman alisema watumishi hao, wamefukuzwa kutokana na uamuzi wa kikao cha Tume ya Mahakama, kilichofanyika Agosti 18, mwaka huu baada ya kushughulikia masuala mbalimbali ya kinidhamu.
“Tumewafukuza mahakimu wakazi wafawidhi, mahakimu wa mahakama za Mwanzo za Rombo, Temeke, Bahi na Chamwino na watumishi wengine 23. Hii ni idadi ndogo ambayo ni sawa na asilimia 0.005 ya wafanyakazi wote lakini kwa mahakama ni doa kubwa,” alisema Jaji Mkuu.
Alisema mahakimu hao wamefukuzwa kwa makosa mbalimbali ya kinidhamu, ikiwemo kutumia muhuri wa mahakama kinyume cha taratibu, kuathiri utendaji wa haki kwa kumsaidia mtu kufungua kesi moja katika mahakama mbili pamoja na kufungua kesi ya mirathi bila kuwa na hati ya kifo.
Aliongeza kuwa kuna makosa ya kisheria ambayo jaji au hakimu akikosea kutumia kifungu cha sheria hawajibishwi, lakini kuna makosa ya kinidhamu ambayo yanaondoa sifa ya kuwa hakimu au jaji.
Kuhusu mahakimu walioshinda kesi za rushwa mahakamani, Jaji Chande alisema mahakama inaweza isiwakute na hatia, lakini Tume itaangalia kama walifanya vitendo vya ukosefu wa nidhamu na kuwawajibisha.
Aidha, alisema mahakimu wengine 32 waliokuwa wanakabiliwa na kesi za jinai na kushinda kesi mahakamani, wanafunguliwa mashitaka ya kinidhamu katika Kamati ya Maadili ya Maofisa wa Mahakama kwa sababu inawezekana hawajapatikana na hatia ya kosa la jinai, lakini kama kuna vitendo vya ukosefu wa maadili watawawajibisha kimaadili.
Mahakama Maalumu ya Ufisadi
Katika hatua nyingine, Mahakama Maalumu ya Ufisadi na Uhujumu Uchumi imeanza rasmi na wiki ijayo Kanuni za Uendeshaji wa mahakama hiyo, zinatarajiwa kuchapishwa.
Jaji Mkuu Othman alisema mahakama hiyo, imeanza rasmi Julai 18 mwaka huu baada ya Rais John Magufuli kusaini sheria ya uanzishwaji wa mahakama hiyo.
“Wiki ijayo tutachapisha kanuni mbalimbali za uendeshwaji wa mahakama hiyo, ikiwemo jinsi ya kulinda mashahidi pamoja na taratibu za ufunguaji wa kesi,” alisema Othman.
Alisema mahakama hiyo itakuwa na majaji wa kutosha ili kufanya kazi kwa uadilifu na kumaliza kesi kwa wakati, pia haitakuwa ikiahirisha kesi mara kwa mara.
Kuhusu utendaji kazi wa mahakama, Jaji Mkuu alisema mahakama haiwezi kutoa haki kama itakuwa inajificha au kuendeshwa kwa siri, ndiyo maana kwenye maboresho ya mahakama, wameamua kuwapa fursa wananchi kutoa mapendekezo au kero zao kupitia namba za simu pamoja na barua pepe.
Kesi za uchaguzi
Awali akiwasilisha taarifa za utendaji wa Mahakama Kuu, Mahakama za Hakimu Mkazi, Wilaya na za Mwanzo, Msajili wa Mahakama Kuu, Ilvin Mugeta alisema baada ya uchaguzi, walipokea kesi 247 za uchaguzi, 53 za kupinga matokeo ya ubunge na 194 za udiwani.
Mugeta alisema tayari wameshamaliza kesi 234, zimebaki 13, lakini hadi kufikia Desemba mwaka huu kesi zote zitakuwa zimemalizika.
Aidha, alisema tathmini waliyoifanya inaonesha kesi zilizopo zinawiana na mahakimu, na kama watawezeshwa kwa vifaa vya kutendea kazi hadi Desemba mwaka huu watamaliza kesi zote zilizofunguliwa mwaka huu.
Mahakama ya Rufaa
Kwa upande wake, Msajili wa Mahakama ya Rufaa, John Kahyoza alisema kiwango cha kumaliza mashauri katika Mahakama ya Rufaa kimeongezeka, pia wana lengo la kuhakikisha nakala za hukumu zinapatikana siku hukumu na ndani ya siku tatu zitapatikana kwenye tovuti ya Mahakama ya Tanzania.
Aidha, aliwaomba wananchi watoe ushirikiano ili rufaa zisikilizwe na kuisha mapema, kwa sababu kuna watu wanashindwa kufika mahakamani bila sababu za msingi au kutoa visingizio jambo linalosababisha rufaa zao kuchelewa.
Umuhimu wa mahakama
Katika hotuba yake kwenye Maadhimisho ya Siku ya Sheria Februari 4, mwaka huu, Rais Magufuli alisema anaitegemea sana Mahakama na aliwaambia majaji na mahakimu nchini kuwa:
“Nawaomba waheshimiwa majaji na waheshimiwa mahakimu, muitangulize Tanzania kwanza. Mkiitanguliza Tanzania kwanza tutaweza kufika mbali na tutaweza kuwasaidia watanzania wengi.
"Nimeamua nchi iende, na itaenda. Anayefikiri ataikwamisha, atakwama yeye kwa sababu Mungu yuko pamoja na mimi. Na watu ninaowategemea sana ni Mahakama. Mahakama unafunga kila mmoja. Hata Rais nikitaka kufungwa na Mahakama, nafungwa. Mbunge anafungwa, nani anafungwa, nyinyi ndio wenyewe”.
Aidha, Tume ya Utumishi wa Mahakama inaendelea kujadili hatma ya mahakimu 30, waliokuwa wanatuhumiwa kuhusika na rushwa na kushinda zao mahakamani ili kuangalia kama walifanya makosa ya kinidhamu.

“Tumewafukuza mahakimu wakazi wafawidhi, mahakimu wa mahakama za Mwanzo za Rombo, Temeke, Bahi na Chamwino na watumishi wengine 23. Hii ni idadi ndogo ambayo ni sawa na asilimia 0.005 ya wafanyakazi wote lakini kwa mahakama ni doa kubwa,” alisema Jaji Mkuu.
Alisema mahakimu hao wamefukuzwa kwa makosa mbalimbali ya kinidhamu, ikiwemo kutumia muhuri wa mahakama kinyume cha taratibu, kuathiri utendaji wa haki kwa kumsaidia mtu kufungua kesi moja katika mahakama mbili pamoja na kufungua kesi ya mirathi bila kuwa na hati ya kifo.
Aliongeza kuwa kuna makosa ya kisheria ambayo jaji au hakimu akikosea kutumia kifungu cha sheria hawajibishwi, lakini kuna makosa ya kinidhamu ambayo yanaondoa sifa ya kuwa hakimu au jaji.
Kuhusu mahakimu walioshinda kesi za rushwa mahakamani, Jaji Chande alisema mahakama inaweza isiwakute na hatia, lakini Tume itaangalia kama walifanya vitendo vya ukosefu wa nidhamu na kuwawajibisha.
Aidha, alisema mahakimu wengine 32 waliokuwa wanakabiliwa na kesi za jinai na kushinda kesi mahakamani, wanafunguliwa mashitaka ya kinidhamu katika Kamati ya Maadili ya Maofisa wa Mahakama kwa sababu inawezekana hawajapatikana na hatia ya kosa la jinai, lakini kama kuna vitendo vya ukosefu wa maadili watawawajibisha kimaadili.
Mahakama Maalumu ya Ufisadi
Katika hatua nyingine, Mahakama Maalumu ya Ufisadi na Uhujumu Uchumi imeanza rasmi na wiki ijayo Kanuni za Uendeshaji wa mahakama hiyo, zinatarajiwa kuchapishwa.
Jaji Mkuu Othman alisema mahakama hiyo, imeanza rasmi Julai 18 mwaka huu baada ya Rais John Magufuli kusaini sheria ya uanzishwaji wa mahakama hiyo.
“Wiki ijayo tutachapisha kanuni mbalimbali za uendeshwaji wa mahakama hiyo, ikiwemo jinsi ya kulinda mashahidi pamoja na taratibu za ufunguaji wa kesi,” alisema Othman.
Alisema mahakama hiyo itakuwa na majaji wa kutosha ili kufanya kazi kwa uadilifu na kumaliza kesi kwa wakati, pia haitakuwa ikiahirisha kesi mara kwa mara.
Kuhusu utendaji kazi wa mahakama, Jaji Mkuu alisema mahakama haiwezi kutoa haki kama itakuwa inajificha au kuendeshwa kwa siri, ndiyo maana kwenye maboresho ya mahakama, wameamua kuwapa fursa wananchi kutoa mapendekezo au kero zao kupitia namba za simu pamoja na barua pepe.
Kesi za uchaguzi
Awali akiwasilisha taarifa za utendaji wa Mahakama Kuu, Mahakama za Hakimu Mkazi, Wilaya na za Mwanzo, Msajili wa Mahakama Kuu, Ilvin Mugeta alisema baada ya uchaguzi, walipokea kesi 247 za uchaguzi, 53 za kupinga matokeo ya ubunge na 194 za udiwani.
Mugeta alisema tayari wameshamaliza kesi 234, zimebaki 13, lakini hadi kufikia Desemba mwaka huu kesi zote zitakuwa zimemalizika.
Aidha, alisema tathmini waliyoifanya inaonesha kesi zilizopo zinawiana na mahakimu, na kama watawezeshwa kwa vifaa vya kutendea kazi hadi Desemba mwaka huu watamaliza kesi zote zilizofunguliwa mwaka huu.
Mahakama ya Rufaa
Kwa upande wake, Msajili wa Mahakama ya Rufaa, John Kahyoza alisema kiwango cha kumaliza mashauri katika Mahakama ya Rufaa kimeongezeka, pia wana lengo la kuhakikisha nakala za hukumu zinapatikana siku hukumu na ndani ya siku tatu zitapatikana kwenye tovuti ya Mahakama ya Tanzania.
Aidha, aliwaomba wananchi watoe ushirikiano ili rufaa zisikilizwe na kuisha mapema, kwa sababu kuna watu wanashindwa kufika mahakamani bila sababu za msingi au kutoa visingizio jambo linalosababisha rufaa zao kuchelewa.
Umuhimu wa mahakama
Katika hotuba yake kwenye Maadhimisho ya Siku ya Sheria Februari 4, mwaka huu, Rais Magufuli alisema anaitegemea sana Mahakama na aliwaambia majaji na mahakimu nchini kuwa:
“Nawaomba waheshimiwa majaji na waheshimiwa mahakimu, muitangulize Tanzania kwanza. Mkiitanguliza Tanzania kwanza tutaweza kufika mbali na tutaweza kuwasaidia watanzania wengi.
"Nimeamua nchi iende, na itaenda. Anayefikiri ataikwamisha, atakwama yeye kwa sababu Mungu yuko pamoja na mimi. Na watu ninaowategemea sana ni Mahakama. Mahakama unafunga kila mmoja. Hata Rais nikitaka kufungwa na Mahakama, nafungwa. Mbunge anafungwa, nani anafungwa, nyinyi ndio wenyewe”.
